1. An agreement signed in helsinki, finland in 1975 by 35 countries, that promotes human rights and economic, social, and cultural progress. It is officially called the conference on security and cooperation in europe. In medicine it often refers to the ethics of clinical research, human experimentation, consent, and other questions of medical ethics. (12 Dec 1998)
